Purpose of the role
Manage the transport operations on site in way that it is safe, reliable and cost effective
RESPONSIBILITIES
Leadership
For site transport operations staff transport contractor:
- Champion Safety, provide visible leadership and create a zero-incident culture.
· Manage of site transport operations team and ensuring all vehicles and drivers O&G Body passes validity. - Create a culture of openness, willingness to contribute, mutual learning, continuous improvement and innovation across functions / organization boundaries to achieve competitive advantage in the market.
- Empower the site staff to take appropriate & immediate decision in emergency situations. ·
- Foster / drive collaboration across functions and organization boundaries specifically with the transport contractors.
- Ensure that the priorities are clearly understood and ownership with alignment across the team.
- Establish and to plan an effective day-to-day scheduling for Bulk movement and carry out trip confirmation in GOLD system daily
- Managing and taking care of Distribution asset (ISO Tankers, transfer hoses, tank condition, connectors, adaptors and coupling, Hazchem availabilities etc)
For site transport operations staff:
- Recruiting, training, development & management of Linde site transport operations team.
- Coaching & mentoring of site transport operations team
- Adjust remuneration to balance people cost and competence
- Provide training for staff from outside the area of responsibility (e.g. plant operations)
- Support for skid PMT renewal arrangement for DOSH
Safety
Ensure trucks, prime movers, tankers, tube trailers & iso tanks:
- Are compliant with statutory and Linde requirements
- Are inspected to be ready for safe operation after every maintenance.
Ensure drivers & helpers:·
- Are trained and competent acc. to Linde requirements Ensure for every route & customer site
- Adequate route & site risk assessment is performed prior to any delivery
- Feedback from the drivers on safety concerns are acted upon immediately Ensure for every trip, the following safety relevant processes happen:
- Pre trip driver briefing & post trip driver debriefing
- Pre & post trip equipment checked
- Monitoring of driver duty & driving hours
- Monitoring with On Board Computer (OBC) and In Cab Camera (ICC)
- Analysis of OBC violations and immediate feedback to the respective driver (incl. adequate consequence management) Drive and lead continuous proactive identification & elimination of risks:
- Actively identify risk through site walks, joining trips and engaging with drivers and contractors
- Support the risk identification from audits.
- Immediately mitigate any identified severe risks or stop the respective activities if a mitigation is not possible
- Log corrective actions (CAR) to eliminate the risks in LIDAP
- Drive the execution of CARs to eliminate the risks
- Develop & maintain emergency response plans For every transport related incident that happens on site or with a vehicle assigned to the site:
- Participate in the investigation
- Ensure feedback to transport operations staff (Linde & Contractor) of the root causes & learnings
- Ensure implementation of consequence management and corrective actionsParticipate in transport safety programs on the assigned site including:
- · Take 5, DSM etc
- Safety campaigns Ensure transport contractor staff comply with all relevant safety regulations specifically:
- Driver & Vehicle Safety Framework (DEL-01-01)
- Green Folder Requirement (Transport Safety Directives)
- Golden rules & Driver Safety Policy
- Full compliance to SHEQ policy and requirements
- Full compliance with statutory requirements and by-laws
Operations General
- Drive, monitor and enforce compliance to all relevant internal and external regulations, standards and work processes
- Ensure implementation of the corrective actions from the audits, Root Cause Analysis, Alerts & Directives
- Anticipate future product demand and ensure adequate budget, assets, manpower & utilities are available to meet the demand (immediate, short term and long term)
- Ensure availability and use of adequate means (e.g. Personal Protective Equipment, hand tools, software, instructions etc.) to perform safely & effectively
- Monitor & analyze contractor performance and identify gaps to requirements and drive closing the gaps Reliability / Customer Service
- Ensure sufficient availability of distribution equipment (trucks, tankers etc.), drivers & helpers
- Ensure deliveries to all customers as per schedule. Efficiency / Profitability · Drive maximizing time and capacity utilization of distribution equipment
- Support the scheduling centre in optimizing the trips
- Ensure accurate billing by hauler
- Continuously analyze cost identify areas of improvement and drive respective improvements. Quality
- Ensure the transport operations team adequately supports all quality ensuring processesMaintenance Ensure trucks, prime movers, tankers, tube trailers & iso tanks:
- ·Are maintained in compliance with company’s preventive maintenance schedule
- Are inspected to be ready for safe operation after every maintenance.
- Any equipment defects detected (e.g. by the driver) get addressed without delay.
Projects /Modifications
- Provide operational data & requirements (eg. distances, labour cost, site cost, etc.) for new projects.
- Troubleshooting
- Immediately inform scheduling centre in case the available transport capacity is insufficient to execute the schedule.
- Proactively inform customers of potential delays in delivery
- Manage situations with supply chain constraints (plant shutdown, vehicle/drive shortage, additional demand) in collaboration with the scheduling centre and BSCM/CSCM planning
Reporting /performance
Management
- Monitor and improve the key distribution KPIs (cost/m3, cost/km, capacity utilization, time utilization)
- Report all incidents

REQUIRED SKILLS & QUALIFICATIONS
Key soft skills
- Ability to form, grow and develop a cross organizational team with transport contractors
- Good oral and written communication skill in English and local language
- Ability to handle pressure in crisis situations
- Ability to take right decision (with a potential impact on life & health of people) under pressure
- Ability to influence/convince cross functional teams including superiors
- Good negotiation & conflict management skills
- Ability to rationalize and plan in uncertain & volatile environment
Key functional skills
- Competence to manage transport safety including mitigating the associated hazards and risks
- Understanding of the key hazards from the transported goods
- Familiarity with Linde and relevant National & International codes and standards.
- Familiarity with Local statutory regulations (eg. transport licensing, dangerous goods, labor laws etc.)
- Broad understanding of vehicle and distribution equipment technology
- Setting up & implementation of work processes
Academic Qualification
- Minimum Diploma preferably with specialization in Logistics / Supply Chain / Distribution Management.
Experience
- Preferably 3 years experiences in logistics involving road transport ·
- Experience with distribution of dangerous goods or cryogenic industry will be an added advantage.
- Experience of managing various external interfaces including subcontractors and statutory bodies.
- Experience in managing a team
- Experience in stainless steel welding
